(1) Daily allowance and travel received by officials or employees who are transferred, promoted or permanently stationed from one district to another district or from one office in the same district to another office at a distance of more than twenty kilometers. The statement of the amount for the expenses should be submitted to the office in which he is in charge in the format prescribed by the office of the Auditor General.
(2) According to sub-rule (1), the office shall examine and pay the amount to be received according to this regulation.
(3) When giving payment according to sub-rule (2), the following shall be done as follows:-
(a) Officers or employees of the second level or above shall be given a lump sum of two thousand rupees for the air fare, bus fare or train fare incurred while visiting by the shortest and most economical air route and the daily allowance and retail expenses received in accordance with this regulation.
(b) A lump sum of two thousand rupees shall be given for the air fare or bus fare and the daily allowance and retail expenses to be received in accordance with this regulation, if it is less expensive for the employees of the third or fourth level to travel by air.
(c) When transfer, promotion or permanent stay is delayed, if you have to travel on foot to a place where there is no transport facility, the daily allowance shall be calculated at the rate of at least twenty kilometers per day.
(d) For the purpose of bringing the family to an official or employee who is going to be transferred, promoted or permanently assigned to the office, he shall give to each member of the family in person the amount equal to what he will get according to clause (a) or (b). But retail expenses will not be given.
(4) Notwithstanding anything else written in this rule, in the event of transfer, promotion or permanent appointment from an office located in a municipality of Kathmandu Valley to an office located in the same or another district of Kathmandu Valley, or when the work is assigned, the officials or employees assigned to the work or as a group shall sit in the office. The affected employees will not get the facilities according to this rule. But more than twenty kilometers away from a municipalityIn the event of transfer, promotion or permanent tenure in the existing office, such facility can be obtained.
(5) If an officer or employee is separated from government service for any reason and has to return home, according to the category or level from which he was separated from the service, daily allowance and travel expenses will be given to him and his family in accordance with this rule. But this facility will not be given to temporary employees except those who have been in continuous service for the last five years.
(6) If an official or employee dies in the district where he/she is posted, the daily allowance and travel expenses received according to this regulation will be given to his/her family upon returning home from the office where the official or employee is posted.
(7) Notwithstanding anything written in sub-rule (2) of rule 4, if it is less expensive to travel by air transport, the authorized officer may order officials or employees of any level to use air transport. When ordering in this way, it should be clearly specified from which place to which place the means of air transport is to be used.
